Instructions
- Preheat Oven → Set oven to 350°F (175°C). Grease and line an 8-inch round cake pan.
- Mix Dry Ingredients → In a bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Mix Wet Ingredients → In another bowl, whisk eggs, oil, buttermilk, and vanilla until smooth.

- Make Fudge Frosting → Heat cream until warm, pour over chocolate chips, add butter, and stir until glossy. Mix in vanilla.
